I was really hoping that the conciliation process for the Telecoms package would review the clauses 20.1.b and 21.3.b in the UNiversal Service Directive.
The whole package although harmonising the Telecoms market along UK (Ofcom) market definitions, is also attempting to tie us to those definitions indefinately. Yet as we do with our data conenctivity we substitute services.
I deeply concerned that orientation of this package means it will act as a millstone on our need to define national and indeed European Data Transport networks.
Vivianne Reddings speeches are re-assuring but the law as written is a significant prize for Telecom lawyers protecting legacy services.
It looks like the EU machine will just push this through.
