Key document presented at the EC event in Turin early April
Check List of Actions for Public Authorities Considering Broadband Interventions in Under-served Territories
After a consultation among relevant networks of the broadband community, the European Broadband Portal (EBP) presented a “Check List” which offers a check list to such authorities of the things and actions they should consider in drawing up a suitable plan of action. This "Check List” draws upon real-life experiences of public authorities across the EU, good practices for public authorities considering to take action to overcome the disruptive effects of the market failure of telecommunications network services within their territory. The current version of the document was prepared by the European Broadband Portal with the contributions of the European Regional Information Society Association - eris@, the regions participating on the B3-Regions project and the partners of the SFERA project.
George Hall, patron of eris@, presented this key document at the EC event to discuss on the main guidelines of the European Broadband Strategy in the context of a B3 Regions project launching conference. The EC officials of DG Information Society were giving a copy of the document distributed also among the attendants and the European Broadband Portal users.
The European Broadband Portal has created a dynamic document which will evolve in the light of emerging Best Practice solutions.The 5-section structure of the To-Do-List is summarised here.
The check list for public authorities covers all steps to be taken in the complex process of developing structural actions and interventions in broadband, mainly for under-served territories but valid also for any other territories. The document describes aspects to be taken into account in 5 main aspects of the process:
- The Mapping and the Coordination
- Developping the Business Case
- Funding rise and find
- Business models available
- Implementation
The European Broadband Portal will be pleased to recover any comment on this document by creating a structured on-line consultation through the site and at this specific page.
